Fence spat leads to misdemeanor charges for Champaign woman

URBANA — A Champaign woman who apparently doesn't buy the notion that good fences make good neighbors has been criminally charged with battering and alarming a group of fence builders.

Olga Tumanova, 61, of the 2300 block of Brookshire Drive West, was arraigned Thursday on three misdemeanor counts — two for battery and one for disorderly conduct — in connection with her alleged behavior July 27.

Assistant State's Attorney Toby Ortega, reading from a synopsis of a Champaign County sheriff's deputy's report, told Judge Jeff Ford that about 9:30 a.m. that Thursday, Tumanova was apparently upset about a new 6-foot-tall privacy fence that her neighbor was having built.

Ortega said a work crew had removed an old fence and was building a new one, a foot inside the neighbor's property line to resolve property-line disputes.

The men were painting the new fence when Tumanova allegedly grabbed a paint can from one of the worker's hands and threw it in the yard. She then got a garden hose and sprayed the fence from her backyard, causing three workers to get wet.

Tumanova is also alleged to have called one of the workers a racially derogatory name, sprayed him with a hose and threatened to burn the fence, alarming him.

Another worker recorded the incident with his cellphone while the one who had been cursed at and sprayed called police.

Tumanova also allegedly shoved a plastic bird bath into the leg of the worker who was videotaping and told the workers that she had a right to determine how the fence was being built because she had to look at it.

A deputy came to the house and issued her a notice to appear in court Thursday.

The woman having the fence built said she had planned to allow Tumanova to paint or stain the side that faced her yard.

Tumanova told Ford that she wanted time to hire her own attorney. Ford told her to be back in court Aug. 17.

The more serious battery counts carry a maximum penalty of up to 364 days in the county jail upon conviction.
